REDISTRICTING

The United States Constitution requires a census be conducted every 10 years to determine the number of representatives to Congress for each state based on the population. Those same census numbers are used to provide equal representation for every state, county, and municipality. The City of Willmar divides its representation into four (4) wards, electing two (2) Council Members from each ward in alternating elections. The ward boundaries are established by dividing equal population counts as near as practicable due to the requirements of following the boundaries of contiguous census blocks. Two proposals were developed and reviewed by Council Members. The criteria used in these proposals are:

1) Shift as few voters as possible especially senior citizens
2) Avoid shifting council members to another ward causing an election run off
3) Avoid removing a polling location out of a standing precinct necessitating finding a new polling location
4) Minimize the shifting of citizens from a nearby polling location to a new polling location some distance away
